The UAE is introducing mandatory electronic invoicing (e-invoicing), and it will change how almost every business issues and receives invoices. Here is what you need to know, and how to prepare.

What is e-invoicing?

E-invoicing means issuing invoices in a structured digital format that is exchanged through approved systems, not as a PDF, Word file or scanned image. Each e-invoice is sent through an Accredited Service Provider (ASP) and the data is shared with the Federal Tax Authority (FTA).

Who does it apply to?

E-invoicing applies to businesses operating in the UAE, whether or not they are VAT registered, unless specifically excluded by the law.

Key deadlines

• Businesses with annual revenue of AED 50 million or more: appoint an ASP by 30 October 2026, and e-invoicing becomes mandatory from 1 January 2027.

• Businesses with annual revenue below AED 50 million: appoint an ASP by 31 March 2027, and e-invoicing becomes mandatory from 1 July 2027.

• Government entities: appoint an ASP by 31 March 2027, and e-invoicing becomes mandatory from 1 October 2027.

What happens if you miss the deadlines?

Under Cabinet Decision No. 106 of 2025, penalties include:

• AED 5,000 per month for not implementing e-invoicing or not appointing an ASP on time.

• AED 100 per e-invoice or e-credit note not issued on time, up to AED 5,000 per month.

• AED 1,000 per day for failing to notify the authorities of a system failure on time.

How to prepare: a simple checklist

1. Check whether your business is in scope and which phase applies to you.

2. Review your accounting software. Can it produce e-invoices in the required format?

3. Choose and appoint an Accredited Service Provider before your deadline.

4. Clean your data: customer details, TRNs, item codes and VAT information.

5. Test your e-invoices and train your team before the go-live date.
